    Threat, vulnerability, & asset worth. Raise any, you raise the risk. Lower any, you lower the risk. So what did they try to do? Lower them all! And while they may have failed dismally for threat, they managed it with the other two: the asset ostensibly being protected was “Western freedom”, after all.
