Very POWERFUL question.

This reminds me of the whole fascination surrounding Grace Jones during the mid-80's.

But this does leave the question of what is she? Is she a biological fluke, whose androgens are naturally off the charts? Is she a statistical inevitability whose genetic mutation push her far over the charts for all women? Is her endocrine system that of a man, though her anatomy that of a female, making her a user of enhanced testosterone by mere chance of nature?

If these things didn't happen, we wouldn't be human. However, we are hearing of more and more biological abnormalities that don't find their niche, it's nice to hear of some that do.

Keep the champagne on ice until the race officials find her biologically female and free of all PED's. Good luck to her; innocent until proven guilty. (wait, she's already been checked? POP THE CORK!)
